headset is loose/moving

when i hold my forks down but lift the frame and move it about the headtube and headset are loose and are moving, or when i hold the stem and move it about the same thing happens. 
does anyone know why this is happening and what should i do

you need to adjust your headset.
losen stem bolts and then tighten the top cap bolt to remove the play, then re tighten the stem bolts.

If you find you are constantly having to do it, take the stem cap off and check that the star fangled nut is not slipping inside the steerer tube.
i.e. check it has not pulled to the top of the steerer.
You may also want to check your bearings are not toast at the same time0 -
