Are there any restrictions on gears in racing?

I noticed that rule 27.4.1 on the BC site states that

In open competitions the maximum top gear permitted shall be such that the distance covered per crank revolution shall not exceed 8.26 metres, cranks must not be less than 165 millimetres.

Does this apply if you turn up for a cat 3/4 event?

Gears are restricted for Juniors though even riding in 3/4 events.
