I think 1.5 m is the legally required offset outside of towns (it being 1.0 m inside urban areas)

French law is a strange one - full of good intentions, lots of explicit laws, but in practice ''law abiding'' means not getting caught out by the thousands of rules that are neither enforced nor capable of being enforced.
And consider poor old Ryan, 8 years old, who was knocked off his bike last year on a zebra crossing in Yvelines and ended up with a broken wrist plus getting charged for excessive speed!
