Do the hubs on Fulcrum 3s need servicing? If so how often?
Do they use cartridge bearings?

yes Fulcrum 3 have over-size (cartridge) bearings as do many of the Campagnolo wheels (parent company)
There are some exploded views on a service site somewhere but I've just lost my hard drive and bookmarks.
Take a look at the Campag Khamsin wheels on the Campag site as they are the same standard bearings which you can buy anywhere.

Manuals and stuff on Fulcrum's site

You might find the manuals not that much use (unless you want to know how to suck eggs !), but the spare parts catalogues further down have exploded views - pick the right one for the year of your wheels0
