loose headset

Hi guys
One of my friends at work brought his bike in for me to look at because he knows I do alot more work on them he does.
The headset was really lose, re assembled it and it is tight again, however it has 3 large spacers, surely this will lead to it just getting loose again???? but when I looked at google images they all seemed to have excesive amounts, its a Trek 4300. Or am I wong in thinking this arrangement could lead to more play in the headset, maybe trek being lazy and not cutting the steerer tube to suit the frame!!

spacers should be fine man so long as they are a snug fitDont look at it-ride it! they are tools not f*cking ornaments
