i couldn't seem to get patches to stick well; i then went on a bike maintenance course and the trick is to follow the instructions in terms of the time suggested before bringing patch and tube into contact. this could be as much as 5 mins (depending on the glue). it shouldn't feel sticky to the touch, and this seems strange you would think it had gone too far and had no stick left.
read the instructions, follow the time and the patches will stick superbly.

...and if you're still having difficulty getting the patch to stick to the tube, carefully nail it in to position.
