Shimano cranks question

Hi, can anyone tell me what the little plate is for? it's part no- 7 in the attached link, and what is the correct way to fit it.

it swongs in to stop the cranks damaging themselves when you do it up

I thought it was just a safety tab, so the crank won't slide off if the bolts are attached but loose.

For the litigious yanks I suspect.

As Maddog says, just a safety tag. the longer prong bit goes into a hole in the axle. It fits just as shown in the diagram.
