When I had the soft Specialized Roubaix bar tape that would clean up well with a bit of washing up liquid and a scouring pad, just rub on and wipe it off with a towel until clean. Works well even if its gotten quite stained.
Now I have the Fizik Microtex stuff its more difficult to get rid of stains, having said that it doesnt stain as easily. Im afraid to use a scouring pad in case i damage the microtex. Basically Im using muc-off and lots of elbow grease.0 -

If its cork tape then once IME you just can't get it white again. Magnolia is probably as good as it gets after a month or two. I have some similar to this that is much easier to keep clean.More problems but still living....0

+1 on the baby wipes, but use these often, rather than letting the dirt and sweat become ingrained and then trying to clean it.0

Soda crystals diluted in warm water and a bit of elbow grease have worked for me and removed 8 months of grime.0

i'm using white bar tape at the moment. Keeping it clean is a pain. Soapy water ie washing up liquid ,clean cloth - get the cloth wet and soapy, Wrap the cloth around and do a twist action in sections at a time, dont scrub as this will damage your bar tape.
I recently purchased the carbon effect bar tape in white which seems to be more robust and last ages. Cleaning is a lot easier also as the outer coating is wipeable!0 -
