What are your opinions of this potential hand built set??

IRD Cadence Aero rims laced to PMP or Royce hubs 20/24 with a lightweight spoke like Sapim CX-Rays.

If you're running Campage beware of the BETD hubs. I ordered a build on them last year and they were taking ages sorting their Campag compatible freehub.

However things might have changed now.

But going back to your original question - the wheels sound a good choice, I've heard PMP hubs are great, but are they as good as Royce?

the PMP and Royce both have a good rep but if you're going 20/24 with skinny spokes then the weight is clearly a target, so the DTs, and Tunes would be another option. The tunes are quite a bit lighter than both hubs you mention.
