Front fork problems.

Asking on behalf of a friend. He's got a Kona Jake the Snake. Whenever the front brake is used, the front fork juddres or almost flutters, and the front wheel skips. It's truly strange. There appears to be a very small gap at the bottom of the fork of about a millimeter just where the races are. Dunno if anyone has come across this before, but any ideas please?
