my brother hasd a sarecen instinct 1, which has a altus fron derailleurs. and the bike will not change out of the smallest chainring, so he only has gears 1 - 7. when i look at mine, (deore) the cable comes down the tube, then wraps around an arm which has a groove for the bable to sit in, the back up on the driver side and the is clamped in with a bolt. where as my brothers, it comes down the tube then is clamped into the derailleur direct on the non drive side, and the arm as i described on mine is on the drive side, and the bale does not go through this, i was wondering what do i need to do??

sounds like it could be a few things.

lack of tension in the cable. dirty cable, poorly set stop screws.

have a read of the info on parktools about setting up gears.

the cable routing could well be correct as there are different designs and solutions to how the mech is moved.
