Cycling plan to blame drivers for all crashes

Personally I find this part of the law incomprehensible. How is it that you can require operators of potentially lethal machinery to be responsible for the consequences of their negligent actions (if they are found to be) and then let them off the hook by expecting (after the minimal insurance payout has been made) society to part cover the cost of it and expecting the victim to cover the rest or to suffer the short-fall?
Sure enough it keeps premiums lower but then why should dangerous drivers, those who have demonstrated their recklessness by starting to accumulate points on their licence, be allowed to drive at all?
I think changing this so the consequences of motor accidents were fully recompensed would be a better start.'Twas Mulga Bill, from Eaglehawk, that caught the cycling craze....0
