To be fair to the UCI on the Canadian races, they wanted to beef up the Pro Tour in North America particularly as there's now going to be three Pro Tour teams in Garmin, Columbia and Shack as well as a very strong BMC.

Montreal has held one of the rounds of the Women's World Cup for the last twelve years plus the four stage Tour du Grand Montreal the week after. And the Quebec Government is piling in a load of funding.
