Are some police invisible?

Today at the crossroad between Outer Circle and York Gate (south side of Regents Park) was sanding, on one side a PCSO (right by the side of the road), and on the other side a couple of PCs. Now anyone would think it's obvious that they aren't just standing around for a laugh (there's not much around there), but still every lap i made, there was a new pair of cyclist who had just been caught RLJing. One time i was stopped right in front of the PCSO, cyclist squeezed past and through the red. I watched as PCSO radioed his colleagues to make sure they had her, and as i passed moments later she was off her bike and I'm sure receiving a fine.
Now they couldn't have made it easier for people to spot them, how stupid/oblivious to their surroundings are some cyclists?

They simply think cyclists are allowed to jump red lights. At least the police were doing something about it, for a change!0

Weeelll.
There were three coppers near the botton of Holland Park the other day.
I was sitting there with a number of other cyclists and I said to them "I bet you think all cyclists stop at red lights", knowing full well if they weren't there I probably would've been waiting on my own.
The lady officer replied that catching cyclists jumping red lights was the number one priority for them after residents said it should be.
Not a lot going on in K&C then!0 -

A pity they don't deploy a few of those coppers in Lambeth to stop the kids from stabbing each other - or the regular dogfights we can hear going on in the next door estate.0 -

It depends on the area. Surrey police seem to turn a blind eye to absolutely everything by cyclists. Riding across zebra crossings, on pavements, all no problem.
London is I guess a bit more heated.0 -
