Bike out of proportion to child?

My son is 7, average height, has an Islabikes Beinn 24, which is fine, only problem is he seems to cycle standing up to get extra power (his words). Basically the seat is too close to the pedals, so his legs aren't getting properly extended.
I would raise the seat, but his feet touch the ground on tiptoes as it is.
Any ideas why this would be?
I guess he is a bit on the small side for the wheel size, a 20" would make him closer to the ground for touching the ground, thereby allowing the seat to be raised up relative to the pedals.
Is there anything I can do?

that wont help.
I would suggest fitting the bike to him by saddle to pedal distance. He won't be able to touch the floor but that's okay he'll quickly learn to step forward off the saddle and backwards onto it when pushing off. He'll be much happier i assure you.0
