Removal of Tiagra BB drive side

Any idea how to remove the above Hollowtech BB - doesn't want to budge. I'm using the Shimano TL-FC32 spanner, it covers about 75% of the cup.
I'm turning in the right direction according to the arrow.

Should I get a better spanner? The cup is really burred now.

    Sounds like it may have seized due to corrosion. Before spending on a new spanner, try laying the bike on its side, pouring hot water on the BB and then quickly put some ice on the bearing cup for half a minute. Then try - surprised how often this works.
