No bite on new Hydraulic Brakes

Got my BMC Elite yesterday from Wiggles. Thanks for all the advice I got from this site. I wouldn't have purchased this great looking bike had it not been for the advice from this site.
I do have a quick question though. The hydraulic brakes fell really loose, with hardly any bite at all, even at full lock out. I have been told by Wiggle that the pads need wearing in, as opposed to the brakes actually adjusting. Is this right? I'm taking her out this morning, but am worried that the brakes are so poor, that it is not safe to ride. I will definitely be avoiding any steep declines. Might it be a good idea to ride with the brakes slightly on in order to brake the pads in (spot the pun)?

yes the brakes will need bedding in.
