At what point do you measure the width of handlebars?

At the hoods? at the bends?

Do you go from the furthest point, or the middle of he tube?

Depends on who makes them. Most bars are centre to centre at the widest point usually the drops. Some firms, Deda for definite are outside to outside. You can usually spot it by the sizes advertised no 40mm but a 46mm is a fair guess at outside to outside. Check the manufacturers site if unsure.

As above, depends on the manufacturer and whether the drops flare out or are in line with the tops :?
I had some FSA Omegas which flared out so the centre to centre measurement was 44 across the drops but only 42 across the tops so not wide enough for me :?
Now have Ritchey Comp anatomic which are 44 c to c across the tops :D
