There's so much more than that.
Riser bars and a stubby stem on any kind of road bike is wrong - it's even wrong on hybrids. I could accept flat bars with a long stem, maybe. On a good day.
The saddle's too low for the geometry it's designed for, and it makes all the angles of the bike look wrong.
I think the main issue here is that that frame is clearly too big for whoever's set it up to ride it.0 -

I don't think there's anything wrong with turning a nice light road frame into a fixie. Bars are to an individual's taste, ditto saddle height. Matching wheels and a properly routed brake cable would be nice, but it's not the end of the world.
I think this bike defines the word hybrid in the same way as Jeff Goldblum in "The Fly"0 -
The guy clearly regrets butchering the bike. He's not trying v.hard to stop it getting nicked0
