How do i attach my panniers?

Ok, so i'm an idiot...
My Deuter panniers just arrived and i can't quite figure it out:

Beyond the obvious hooks to go on the rack, i'm not quite sure what the other bits do / how they fix the bag to the rack.
Anyone got them and can provide answers?
Yes yes, i know i'm an idiot and it didn't come with instructions for a reason..
Answers on a postcard! (although on this site would be preferable)

Attach the bottom hook to the lower rail first and then stretch the panniers upwards to attach the top two hooks.Don't worry about the other straps etc which I think are meant to hold the panniers together when they are off the bike.Hope this helps.0
