Touring/Audax frame advice

I am looking to buy a touring/audax bike, where I will be adding a rack and rear panniers for the touring part.
I like the audax style bikes compared to the full on tourers, but i am a bit concerned about chainstay length and the possibility of my shoes (size 46) clipping the rear panniers if the chainstay is too short.
So, to finally get to my question, how long should the chainstay length be to avoid clipping the panniers, and also, do some brands of rack position the panniers a bit further back than others, which would help avoid clipping the panniers.
