Front lights and fittings

First of all I need a new front light for my bike, I have a smart light at the moment but it's just not bright enough. So i need a new lgiht that's brighter and is not too much (£30 max).

Also does anyone know how big the handlebars need to be for an oversized fitting?

    by the way i was looking at the Niterider Ultrafazer 5.0 for £25

    Oversize is 31.8. The Ultrafazers are ok but I had a couple returned in kit form when the switches fell to bits. The Ozone 9ine is a tenner over your budget but robust and bright. I used to commute with one until I got an Ixon IQ. Well over the budget but I'd been riding in the dark until then.[/url]
