holes in shins

does anyone else have this problem when riding flats that you end up getting holes in your shins? i wear shin pads normally but when i'm riding street i want to use some knee pads, but i always end up with more holes!

any idea's how i can stop it from happening?

I used to always end up with bloody shins until I bought some five tens. They may have cost a fair bit but my feet never slip off.
