Etape Entry Question

From browsing old threads and the websites, it looks like the etape entry timetable looks like this:
Entry only through UK package company - Autumn, soon after the route is announced
Entry through Velo magazine lottery - late January/early February
Is this right? Does this mean that if I wait and do the velo magazine lottery (I have a French address) and lose, I will be too late to get an entry only place in the UK?

You should still be able to buy an entry through a tour company if you don't get one in France. I've seen companies still advertising in June.0
