Light Tourer

Can anyone suggest a bike to fulfill the following?

Light- tourer type bike- mainly day trips, but able to take light panniers if needed.
Able to take a 6 foot 15 stone chap.
Mudguards.
Able to take butterfly bars- I want to see ahead and I've got a dicky neck which makes it hard to look up with drop bars. Seemingly there are problems with certain types of brakes. I have no objections to disk brakes.
Around £1000 mark.

Any advice is welcome

A friend of mine is travelling around the globe with a Ridgeback Panorama and he's loving it. He did some fully loaded ascents of famous alpine cols as well.

Is there such a thing as a light touring bike? As already suggested the Fratello could be the base for a good tourer but maybe something like the Hewitt Cheviot with custom wheels etc might be the answer?

It's worth going to Hewitt just for the measuring service, especially if you have a bad neck. That said, I like the look of the Kaffenbach although it's not really a tourer as such. From what you say something like a Specialised Tricross might even do the trick.

Would've thought that something from Thorn might fit the bill? Maybe they could do you an Audax Mk3 build with butterfly bars?
Also might be worth asking the question in the Tour & Expedition section and in the CTC forum.
