Another question about panniers

Persistent back trouble is forcing me to consider fitting a pannier rack to workbike. Last weekend I bought one, but it seems my frame doesn't have all the braze-ons it needs to bolt this rack to. All the racks I've seen online need the same two bolt holes at the top of the seat stays, which I don't have. So I wonder what sort of rack I need?
Here's some pics showing the fittings wot I have:
I need to carry a hefty laptop at times, so I guess one of the racks that clamp to the seatpost won't be sturdy enough.
Any suggestions?

@cyberknight I'd seen those seatpost ones, but they don't have the carrying capacity I need. I don't fancy strapping a laptop bag to one.

P-clips will work to a point, still not advisable for heavy loads so becareful!0

must be a heavy laptop they have a 10 kg load limit
and hope the clips work i didnt even know about them good find jonS
edit you can get a pannier rack that uses the quick release spindle maybe that and the clips at the top?FCN 3/5/90 -

Several companies make clips that fit around seat stay to provide fixing points, like these
http://www.tubus.com/pics/600/2007_08_09_12_05_47_5.jpg, although being tubus they'd probably be expensive. The stays on your bike look big so you could try improvising something
My work bike has wishbone stays and I fitted a jubilee type clip with a bit of old innertube behind it. The stays from the rack attach either side of the clip and had worked well for the past 15 years0
