Hertfordshire County Council - C2W Scheme?

If there's anyone on here that happens to work for Hertfordshire County Council, do they currently run a cycle to work scheme? I'm starting a teaching job in September, and would love to take advantage of a C2W option if they have one. I phoned them earlier today, but they seemed bit confused as to if it was actually running at the moment, so I'm looking for some clarification. Unfortunately, they said I should speak to my HR contact, but since I haven't got a contract yet, I have no idea who the HR contact will be, so I'm hoping that someone on here might know...
