Gear help

Hi, I recentley got given a bike that was no longer needed but had been left out in the rain and not looked after too well, so as it is only used about once a month and is for my girlfreind I am just using it as a little project upgrading parts bit by bit. However the gears system isnt working too well and i cannot seem to get it working properly (eg. cannot twist into gears and the chain catches) would it be cheap enough and easier to take it to Halfords or somewhere and get them to do it.

sounds like it needs new cables at least.

at least? and is it easy enough to change them i think i may be able to do that
