12-27 to a 11-28 10speed

It depends what derailleur you have. One extra tooth may not make that much of a difference, worth checking how much adjustment there is with your derailler first.
You may need to extend your chain buy a pair of links, but you may just get away with it.
Put your chain on the largest chain ring and the largest cassette ring and see whether there is any play left in your deraiiler, if it stretched out as far as it will go, you would either need to add a couple of links (or buy a new chain), or just avoid using the largest chainring and largest cassette ring until you need a new chain - which is always good practice anyway.
One extra tooth at the back won't make that much of a difference though, what chainset are you running, changing to a compact or triple would make much more of a difference.0 -
27 teeth is officially the largest you can use with Shimano road mechs (unless you have Dura-ace 7900) but with carefull chain length and B screw adjustment it will work. As Wamas says one tooth will not make much difference. You should consider a compact chainset. If you already have one the next cheapest option is a custom cassette and an MTB mech.0

I did the same went from a 11-27 to 11-28 to be honest it didn't make any difference. FSA compact crank, Dura ace 7800 derailleur Sram cassette. The only up side was the Sram cassette was a lot lighter than the shimano cassette i replaced.
I did not need to make any adjustments just swapped the cassettes and it worked fine
