Raising handlebars

Hi,
Yesterday I bought a brand new Giant Boulder worth £200+ for £80, it hadn't even been used.
However, when I tried to lift the handlebars, it wouldn't move. After about an hour of trying things, there was nothing else to try, so that's when I resorted to the internet and came across this forum! (Nice forum, btw, very helpful.) I found a topic about someone who had the same problem and that some things need to be bought to raise the handlebars, however I didn't understand what I needed to buy.
Can someone please put it into noob language of what is needed, and a rough estimate of how much it's going to cost.
Any help and advice is appreciated, thanks.

You need to identify if it has a threaded or threadless headset. If in doubt, post a pic.0

I currently don't have a working camera to post a pic, however after a Google search, every website seems to report it as a 'threadless headset'0

There is no easy way to raise the bars - except by swapping the spacers about on the steerer, which in most cases are all under the stem to start meaning you can only drop the bars (see Park Tools headsets and stems for an explaination of terms and adjustments).
You best bet is to buy a higher rise stem or bars.0 -

No, that is for a threaded system.
You need a threadless fit stem with a higher angle than the one you have.. Are their any measurements written on it?0 -
I've just took it off and brought it into the house - I see what I need now. There is no measurements on it, anywhere.
If I go to the shop, I will take it so I can compare them etc.
