new bike help, what should i be looking for?

Been reading around these forums as ive recently been bitten by the cycling bug and want to get myself a bike, but I'm very new to all this and don't have much idea what I want or what makes a good bike.. availability is also an issue as I live in SE Asia and local bike shops mostly just have very cheap (US$65-75) generic looking Chinese made bikes.
would be mainly be riding on roads of varying quality, and I plan to take it out into the country sometimes where there are lots of unsealed dirt roads and the odd hilly trail.. so I'm thinking a hardtail with the suspension able to be locked out would probably be best? I rented a well used full sus bike last week but from reading here suggests hardtail would be a less effort climbing hills and on roads?
been offered a GT All Terra "Mavik equipped" bike for US$300.. any suggestions about this? I googled and most GT All Terra bikes seemed to be quite old? I don't know how old this one is.
