Widespread doping approval

With the passports providing an indication of a riders potential ill health or possible ped use, why do teams such as Lotto employ the riders anyway?
Surely by doing so they are to some extent agreeing with the practice of doping.
COuld it be that doping is in fact still widespread with tacit approval from teams and that the real crime is being caught? If so could the UCI not take a much harder line and by not doing are they also in some way approving a doping culture.
Could it be the UCI is trying to manage out doping whilst minimizing damage to the sport?
Perhaps its a case of peeling the plaster off slowly or ripping it off who knows but i think we need a ptp drugbust thread
