Cant get the V brake connection off , please help ??

I took off my v brakes and installed disc brakes, I want to know how the hell do you get the connection bolts off ? meaning the bots that attach to forks and frame, Can't budge em.

9mm spanner usually, if painted over, they can be very stiff.0

9mm didn't work, 11/32 was better also had to use a different wrench in the end, because they became rounded off. Took a while though.0
