Can you buy bib baggies ?

ie. Baggy shorts, or something suitable for commuting and a train journey (so not tight lycra) but with the shoulder straps .....

Find whenever I get out of the saddle my shorts drop a little with the exertion and short of a pair of braces, I end up staying seated ......

Just buy some clip-on braces and wear them with your existing baggies. If you find the clips come off, buy some button-on braces and sew some buttons on the shorts (outside of the hem so they don't chafe).

wear lycra bib shorts under baggies. Then atleast if they drop a bit, you wont be bearing anything.

Isn't there going to be some chamois duplication and overheating going on with this arrangement?

You'd have to put your saddle down a bit.

Well you could just wear normal shorts over the top. That way they're still pretty thin and nobody sees you in skin tight material. Football shorts would be good as footie kit tends to have high wicking properties too.
