When riding a cross country bike how outstretched shoudl your arms be for comfortable riding and correct size bike, how much bend should their be at the elbow?

Blimey, there's a question. There's not really a right or wrong here.

The bike just needs to 'feel' right. Take a couple of different geometry/size bikes for a ride and see what feels natural.
You only need two tools: WD40 and Duck Tape.
If it doesn't move and should, use the WD40.
If it shouldn't move and does, use the tape.

As above, it's a personal thing. Once the frame size is right in terms of top tube length (not too cramped and not over stretched), you can play around with stem length, angle and height for finer tuning (though stem length will change the bike's handling). I believe XC race bikes are typically designed for a lower, more stretched-out riding position than general XC / trail bikes.

Personally, I like a moderately stretched out ride for XC, a slight kink in the elbows, but still able to move my weight around the bike easily.
