Hannes Hempel has been linked with EPO before.

When triathlete Lisa Hütthaler was caught EPO-doping, she apparently tried bribe an employee at the WADA lab to let her B sample disappear. It’s said she did this on the advice of Hempel, who (it is rumoured) had done exactly that, successfully, twice before about his B samples.*

While Hütthaler got banned for 2 years from the sport (and then announced her full retirement) and has still got to go to court to answer about attempted bribery, the case against Hempel was dropped for lack of evidence. But the suspicion remained.
This new allegation about Hempel increases that suspicion.

    * Before anyone says, if they worked in a lab, they'd definitely resist being bribed, the sums involved were reputedly 50,000 Euro or more on each occasion.
