Front pannier rack

What options do I have for front pannier rack? My forks have mudguard hole at the bottom, but no threaded screw holes half way up the fork.
I've got another set of SJS pannier bags will these fit on the front? Also what's are those bungeest for I can't figure out where to slip them over.
