I don't know if this is the same thing, but "Belgian toothpaste" is the gunk and nastiness that you find on the cobbles.

"Pot Belge" is a mix of amphetamines, cocaine (I think), caffeine and various other illicit drugs that was allegedly popular in the days before modern cycling adopted a bomb-proof anti doping programme which ensures it is the clean sport it is today.....
It was also (allegedly) popular among soigneurs and team staff to keep themselves awake during the long drives between races.0 -
