Reviving an old frame

I have an old Raleigh Delta (Reynolds 531c) frame that I'd like to use as the basis for a hack training bike.
It's about 18 years old and was lovingly cared for until about 9 years ago when it effectively went into storage until very recently when I got it out to use on the turbo.
The frame seems OK, but there is some rust 'spotting' on the frame and forks (especially on the brake cable eyelets on the top tube).
Is it possible to 'clean up' the rusting and if so does anyone have any recommendations as to who might do that? (I live nr Peterborough).
Also if anyone has a rough idea how much it might cost to get the frame sorted and re-sprayed that would be useful info. Ta!
