rock shox not working?

hello all,
new to the website so be gentle with me
i have just inherited a carrera fury MTB which i use for commuting around 12 miles a day, all on road
what i would like to know is how do i adjust the front suspension, rock shox tora 900?
there is a dial on the bottom which you can either turn to the turtle or the hare,
and on the top of the susupension there is two dials one that says travel and one that says suspension, i have tried moving all these in all what i would be the correct directions to stiffen the suspension but is seems to make no difference to the travel of the suspension :?
do i need to refill them with air or oil? does this need to be done by a workshop.
another question
as the bike has fluid disk brakes is it worth investing in the equipment to refill these?
and what equipment is it.
