Pro3 hubs are solid - I've just had a set built up myself (on Ambrosio Excellights). There was a problem with a sticky bearing initially, which was disappointing, but it's sorted now.
The main issue with handbuilts is the builder, so it comes down to how good this bloke is.
Give Paul Hewitt a ring to compare prices. I suspect he will be a tad more (but not always) but if he's close then I'd advise you go with him. I also think alu nipples are questionable, although the prolocks can work well. Paul also usually builds his with stronger spokes on the rear driveside, to even out the tension.
