Headset Movement!

Ive had a new fork due to warranty issues and sent the crown race off with the old one. Ive got a new one, fitted it but there is a lot of movement when you hold on the front brake and rock the bike forward back and forth.

I have a Cube Fritzz with a 1.5 head and a FSA 1.5 reducer headset fitted with Rock Shox Lyrik.

I have tightened everything but it just doesnt seem to work.

Any suggestions?
If your not falling off, your not riding fast enough!

    is there a 3-5mm gap between the steerer top & the top of the spacer stack?
