Lockout - 2 settings?

Hi,
Has the lockout dial on my new bike (rockhopper comp - tora slite forks) got only 2 settings? Basically lockout on and lockout off.
I can't fell any difference when I turn the lockout dial halfway. Can only see/feel the difference when lockout is fully on. Is this correct?
