Petition -- Mobile Phone Usage

I'd think we all have concerns on the subject of driver use of Mobile/Texting. The following Petition is a chance to register feelings on the need for stronger punishments --

    I saw a classic today: A lady in a 4x4 texting all the way through a roundabout to make a right hand turn. She missed me and the bike (the bike was more important, I borrowed my wife's today), failed to give was to traffic on the roundabout causing much screeching of tires and horns, then ploughed through a pedesrian crossing full of schoolchildren. Fortunately, the kids had fast reflexes and cleared a gap for her on time.

    The silly thing? A she got stuck in traffic I came past her again and the incident hadn't even slightly registered with her.
