Government Subsidised Bicycle Maintenance/Repair Shop

After watching bicycle stuff on youtube I stumbled on Bicycle Barn (student run) and Bicycle Kitchen. Both are a comprehensively equipped workshop which are funded by local institutions. I was wondering whether there is anything like that in London area. Does anyone know?
Maybe all London forum members can chip in some money and also ask for government help to establish something similar. This will enable cyclists to maybe change headsets without having to buy a £100 tool for a one off job, or maybe do other maintenance stuff which require expensive specialist tools. If this would become a reality the cycling community can also socialise in between those maintenance jobs and maybe guiding one another in some repair jobs.
Let me know what's your opinion on this. If there are many of you interested in establishing it, we might be able to put it forward to the Mayor of London who is also a cyclist.

And put x number of bike mechanics out of business, in a recession?

That's not what I mean, the establishment would have a small number of bike mechanics to teach and they also get paid.
I don't think that bike mechanics will be out of job, we still need them in the shops for bike fitting purposes and maybe they can train to become frame designers and makers which eventually will earn them more money in the future, and more bicycle frames made in the UK.0 -
Or we could just keep using bike mechanics to do things like repairs, servicing, builds and PDI's instead of asking them to re-train (at who's cost?) after doing the necessary training to become mechanics in the first place0
