Santander - Biarritz: Route advice, in fact any advice

Half a dozen of us are catching the long ferry to Santander in late July with a view to cycling over to Biarritz, spending a few days resting then coming back, possibly using trains on the return leg.

Any advice on the best route(s) to take gratefully received - e.g. what's the condition of the roads and any suggestions for tyres, accomodation, things to see or places to stop.

We'll be planning on camping along the way, but hostels, guesthouses etc also a possibility if cheap.

Any other suggestions, kit list and so forth welcome.
