Brake Adjustments

I have a Giant SCR 1 2007 with 2500 miles on the clock.
I have recently seen that the gaps between the brake blocks and the wheel rim is increasing - naturally - but before this has an effect on braking efficiency I would like to be able to adjust them.
As on old bikes in the dim and distant past I turned the nut through which the brake wire goes near to the brake but all it does is then spring back to where it was.
Can the setting be adjusted?
What am I therefore doing wrong?
Do you know a site with step By step instructions with pictures?, as I am US with technical terms.

The Park Tools site will be a big help. Not sure of the addy but google it and you'll find it easily. The best way to adjust your brakes is to loosen the allen key bolt that holds the cable to the caliper, push the pads to the wheel and pull the cable tight whilst holding the pads in place, allow the pads to move about 1mm or so from the rim (hold in place there) and re-tighten the bolt.0
