OK, the highway codes states:
You MUST NOT park on a crossing or in the area covered by the zig-zag lines. You MUST NOT overtake the moving vehicle nearest the crossing or the vehicle nearest the crossing which has stopped to give way to pedestrians.

Does this mean us, i.e. if I filter to the left or right of the car waiting at the crossing to wait with it have I broken the law?

And obversly does it mean them, i.e. if I'm cycling along in the zig zag zone is it illegal for cars/motorbikes/other cyclists to over take me?

From what I can remember the traffic law that applies in this case treats motor vehicles and cycles differently. Cycles can filter by stopped vehicles but not pass the vehicle at the head of the queue, motor vehicles must not pass any vehicle on the approach to the crossing marked by the zig-zag lines.
