fitting wedge expander thingy

I've been using a USE ringo star with my carbon forks but it's just snapped on me...so I decided to use the wedge expander bung supplied with the fork instead. Trouble is I just can't get the thing to grip when it's in the fork steerer - it nips up so it kind of stays in place but try and tighten it fully and it just goes round and round. I don't think the o ring holding the 3 sections of the wedge togther is helping as it seems to be the thing allowing the wedge to go round rather than grip the steerer wall.

So...any cunning bits of advice would be much appreciated !
