What difference does 20mm make?

Not knowing any better, I put my frame together with a 420mm rigid fork. I’ve now learned it should really have a 440mm suspension corrected fork.

I was thinking of changing the Kona P2 I have now for something with a disc option and maybe saving some weight up front by getting rid of the quill adapter thing I had to use (threadless headset), and using a lighter headset.
Will I notice much difference from the 20mm? I’m guessing it will make it less twitchy off road, but a little slower to respond at faster speeds on road (I use it mostly for commuting)?
I’m having trouble deciding if it’s worth the bother. Any advice?

Oh, and which fork; Kona P2 again, or On-One steel Superlight?
